Debut used to work a year or 2 ago with this device directly.

Totday I tryed to capture a vhs but it is not recognized.

Where can I get the driver for this device or is Debut including it ?

 Debut program doesn't include drivers for another device, in this case, you need to do the search for the driver of your VHS device, and check that you are running the latest version, also check the Control Panel\Hardware and Sound\Devices and Printers select your device and set as default. If these options are not listed, right-click on the blank area, select "Show disabled devices", look for the option, select, click "Set default", click OK.
