I run a construction company. 

I have setup web access on my express invoice. it works great as long as my remote access laptop is connected through wifi.

However, if i am trying to connect through my cellphone hotspot, it does not work the error message i get says (ERR-CONNECTION-TIMED -OUT)

Where is the program installed? Are you using the web access local network connection or Internet? What IP from the program are you using to access the Web Access? This could issue could be related to the available bandwidth you have through that connection.
