Twinkling star effect

Hi, I'm looking to add the effect of twinkling stars on a static image. I has the night sky in the picture and I want to add the effect of the stars twinkling in the sky, is there any reccomended plugins I should get for this?. Any info is greatly appreciated, thanks.

If you can locate a green screen twinkle effect, or one with a black background that can be keyed out it could result in something like this rough demo.
