Draw Tool

Greetings,

I am fairly new to the use of Photo Image Ed.  so please excuse some of the dumbest possible questions one could possibly ask on some of the features. My present use of it was to try to draw straight  lines and arrows.  Reading the topic "Draw Tool" in Help contents, it explains that there is a drop down menu to choose "Eli[pse", "Rectangle", "Rounded Rectangle", Verticle Arrow", "Horizontal Arrow", etc .  When I click the "Draw Tool" icon under "Tools" TAB, besides the Palette (hardness, strength, etc), all I see are 'Brush' and 'Eraser'.

What am I doing wrong?
