New Camera Out of Sync

I have been using a HP USB camera that only had 640 x 480 resolution.  It is supposed to record at 30fps but when I am recording the slider at the bottom of the screen says that it's only recording at 8 fps.  I needed something better and so I bought a new USB camera that has 1920 x 1080 resolution at 30fps.  But, whenever I try to use it, the video lags the audio by almost a full second.  If I switch back to the old camera, it's fine.  I really need to use my new camera, but when I do, it looks like it the bad dubbing from an old Japanese Godzilla movie.  Help?
