Convert to WMA with reduced bitrate

I have often used Switch to convert MP3 files and WMA files to WMA 64kbps files to burn to CD for use in my car. Tonight whatever rate I select the files are converted to 320kbps which obviously limits the number of files I can get on a CD. Has something changed? Is this a glitch? What might I be doing wrong?

I  have been using an Olympus 2002 for ages and the file of a lecture of some 40 minutes is about 18mb., with very high quality.  When converted to MP3 is jumps to over 50mb. This means it's too big to send as an attachment with an email.  I have had to buy a new recorder (Sanyo) which records on MP3.  Can MP3 be converted to WMA?
