depending on the effect or what you want to archived you can choose on the "color tab" and choose "Brightness" on the Brightness you can choose and modify the light on the picture.

Thanks but the problem is more complex.

Someone is standing in front of a window with the sun beating in and washing out the image. Simple brightness adjustment does not solve the problem.

Someone is standing in a backyard with lots of trees blocking the sun in patches. Simple brightness control does not solve the problem.

 

The solution is to have brightness and contrast adjust the the high, medium and low ranges like RGB color control. Maybe using color curves can help with this. too.
