Problem with 3.28 version

I have 2 problems with the accounting software version 3.28:

a)When I try to view or print reports from the "account enquiry" for various accounts for specific dates, eg. bank a/c or VAT a/c the opening balance is always shown zero(0), although there is an opening amount.

b)In the software, there are 3 kinds of users. What I need, is a user to be able to print documents,create invoices, but only from the information that are already in the program. I do not want him to be able to change prices of products, or delete invoices etc. Is there such a user type in the software?
