Convert compressed wav into pcm wav

Is it possible with the command line to convert a compressed file (mpeg layer II) with Qdesign ACM, lets say compressed file x.wav to PCM y.wav in the same folder?

I want to use it as a sub command in 3 part software.

If your computer can play Qdesign ACM files, then yes it should be possible. But of course Switch doesn't yet support converting files to the same folder as the source file so you would need to explicitly specify the source folder to the program.
