Photopad is for editing photos.

If you would like a photo to play over and over, you would be better off using Photostage to create a slideshow of it. You can put music in the background and then turn the slideshow into a movie. When you play the movie with media player, you can put the play function on loop so it will play the movie over and over.

If the action shot you have taken is a video, this can also be used with photostage.
