I've had a look at WavePad, seems it's more tailored to editing live music track or uploading cd tracks . . . neither of any help to me. I looked for a manual or some information or procedure of how to edit wav file metadata tags, couldn't find anything so if someone could advise on that, would be much appreciated.

I purchased Stamp because it advertises it can edit wav file metadata but so far I cannot get that to work. What's worse I tried edittng a couple wav files that had metadata and it wipes whatever was there out, ya, totally gone so be careful. I've reached out to product support, still waiting to hear from somebody.
