Not sure if this is what you're getting at, but if you insert an image, stretch it to essentially fill the page, then select "To back" in the menu, that image will serve as a background to your page.
If you want something solid, in a separate program, you could generate an image consisting solely of a solid color, save it, and follow the procedure above to make it the background to your page.
