Reset all data on Mac

I was trying to uninstall application to reset all data but it still there. I can't change language neither. How to clear all and start over? Where data on Mac stored?

I need to add additional numeric field in invoice. Its some local settings from government, that needs to go behind invoice number like: APT1000078, in next invoice APT1000079, and so on. Is there way to do so?
