Messages play multiple times

I inherited the current setup from someone else, so please bear with me as I am new to the software.

 

I have a situation where a given message will play multiple times before moving on to the next message. Intelligent scheduling is not currently turned on. I have started working with the rotation rate, but I'm not sure if that is going to help at all. If that does help, should I be setting the rate to a low level?

 

As a side question, if I have the software running as a service and need to make a change to the configuration, does it take a restart of the machine to complete the changes or do they immediately go in to effect?
