Changing The Size of an Image

Hello

Could anyone help me with an issue. I have an image that is in a .png format it is currently 46MB with a resolution of 4500 X 5400 

I need to keep the resolution at 4500 x 5400 but need to save the image at about 23MB maximum, does anyone know how to do this, i have to keep it in a .png format

 

I would be so grateful if you could help me with this.

I have tested on PhotoPad but I could not find a way to do this. It would be best if you reach out to NCH tech support and see if they can recommend a program that will do what you need.
