Effect length does not take clip speed into account - bug?

When clip speed is changed, effect length still seems to assume normal speed (100%). E.g. change speed to 1000% (10 times faster). Set fade in to 2 sec. It will last 0.2 sec. To make it last 2 sec it needs to be set to 20 sec.

Speed applies to the clip, not to the transition.  In fact, the fade may shorten - relative to the increased speed of the clip.

If you truly want a two-second fade on a sped-up clip you might...

1.  set speed

2. export the clip

3. import it back into VP, replacing the original.

4. apply the fade.
