Hot Keys

I recently installed Express Scribe on an HP laptop, Windows 10 version.  Even though it says Hot Keys are enabled (F4 Stop, F7 Rewind etc), they won't work.

At advice from someone on this forum, I uninstalled the app and then re-installed, but hot keys still don't work.  Is there something I need to do with computer configurations to override the factory settings, i.e.  F4 is mute,  F7 is lower volume, etc.?

And what about foot pedal?  Does this greatly improve speed of transcription?  I haven't got one yet, and am debating.
