Repeated request to verify private use

I just downloaded and installed WavePad Sound Editor for the first time. It created a shortcut icon on my desktop.

Every time I click on this icon it starts up but the before I can do anything a window is superimposed asking me to verify that I am using it for private purposes only before allowing access to the program. I already indicated during installation that it is for private use only. Is this repeated and redundant request every time I start the program a glitch in the installation or something I have to live with ?
