Can Axon Virtual PBX and Answering Machine do this?

I want software that will pickup the incoming call immediately, announce that "This call will be recorded for quality assurance purposes", capture the caller ID, begin recording the call, and then actually ring the phone. Will Virtual PBX alone, or in conjunction with Answering Machine, do this? This is for our home with a single incoming line.
