Can I forward call to cell phone and record that conversation

I'm considering purchasing NCH software, but I'm trying to figure out if I can solve this need: I need to be able to forward incoming calls out to a cell phone and record the conversation that takes place on that forwarded connection. In addition, if a second call comes in to the same number while there is a call in progress on that cell phone, I'd like to forward the call to the cell phone voicemail and record that second call simultaneously. Is that possible, and which product(s) would I need.
