How to create an action set to playback at a later time

I want to record a set of editing commands that I can save as an action set, and thereafter, when I have an image open for editing, click that 1 action and all the commands in the set will be executed.

 

Seems like a reasonable feature from a quality program, but I cannot find it with the photo editor help or anywhere else. I'll even accept that it has to be done from the (Windows) command line.
