How to set up for 4 voice harmony?

For example, should I start by putting in the whole of the first voice, then put in whole of the second voice, etc. Or should I start by putting in the first note on each voice and then go on to the second note and put the second to fourth voice, etc., -
I am a complete beginner. How do I set up for 4 voices for hymn style music?
